MGL Chapter 85, Section 11B has been recently amended. As a public service I am providing this brief synopsis to riders using Dover Roadways. The full version of the statute can be found here.

“Every person operating a bicycle on a way, shall have the right to use all public ways in the Commonwealth except limited access or express state highways where signs specifically prohibiting bicycles have been posted, and shall be subject to the traffic laws and regulations of the Commonwealth and the special regulations contained in this section."

A cyclist may keep to the right when passing a motor vehicle motor which is moving in the travel lane of the way. (Obviously this is only done when it can be done with safety to both the cyclist and the motorist)

The cyclist shall signal by either hand his intention to stop or turn, (said signal need not be made continuously nor when both hands are needed for safe operation).

Bicycles may be ridden on the sidewalks outside business districts when necessary in the interest of safety, unless otherwise directed by local ordinance. (This would only apply to a one section of Centre Street in Dover (Haven to Cross streets) and we ask that you not cycle on this sidewalk).

Cyclists shall not ride more than two (2) abreast. Nothing in this clause shall relieve a cyclist of the duty to facilitate being overtaken as required by s. 2 of C.89 MGL. (Although you can see that this is permissible by law, I would request that you refrain from riding two abreast unless changing positions. Our roads as you know are for the most part very narrow, hilly and with many curves.)

It is the philosophy of this department that the roadways in Dover are for the use of everyone. We are aware that most people, whether cyclist, motorist or pedestrian use the roads appropriately and with respect. We are likewise aware that a very small percentage does not use the roadways in this fashion. Should you encounter problems we urge you to call us at 508-785-1130.
